If this is case, point out to FonOff that we fail perceive any basis exercise Natl Govt auth over passengers booked outside and proceeding beyond any possible jurisdiction Govt. Point out passengers for points beyond Shanghai wld be Amers or others having visas for Occupied Jap or US.

Booking passengers for Shanghai is question for APL and Natl Govt and you shld not intervene that subject.
