1319. Department will, of course, appreciate that change in Navy plans (Deptel 733, April 23,) for second time, and at more critical moment than when AAG66 announced in early December its intention to withdraw, has completely scuttled emergency evacuation plan for American community. I am calling a meeting of community leaders tomorrow to discuss what measures, if any, civilians wish to take to assure so far as possible their mutual protection.
