1319. Department will, of course, appreciate that change in Navy plans (Deptel 733, April 23,) for second time, and at more critical moment than when AAG⁶⁶ announced in early December its intention to withdraw, has completely scuttled emergency evacuation plan for American community. I am calling a meeting of community leaders tomorrow to discuss what measures, if any, civilians wish to take to assure so far as possible their mutual protection.
