315. Air Attaché plane presently in Manila ready to return second group Military Attaché and Air Force dependents China. Air Attaché has inquired if Deptel 157, February 2 applies equally to Service Attaché’s dependents. Please instruct urgently, repeat in Manila.

Dept should consider that part of Service Attaché’s dependents already returned Nanking by Navy plane February 2 (see Embtel 294, February 2, repeated Manila 18³¹) as well as three State families and that intolerable personnel situation would be created it second group now Manila prevented rejoin husbands here.
