As Generalissmo controls CAF, Department may wish call in Chinese Ambassador and stress inflammatory situation which is resulting from use of American supplied equipment. Koo may have direct access to Generalissimo. It might even be well suggest that continued indiscriminate bombing might prejudice consideration ECA39 requests outlined Toeca 344, July 7.40
