Tung Ling, Vice Foreign Minister, tells me Minister National Defense1 has drawn up definite plan for closure all ports in Communist hands and that in next day or two we would receive formal notification from Chinese Government closure these ports. Action would apply to aircraft as well as surface vessels.2
