Editorial Note

On September 29, the United States Alternate Representative to the United Nations General Assembly, Charles Fahy, spoke before the Ad Hoc Political Comittee of the General Assembly, to which the question of Korea had been referred, and introduced a joint resolution (United Nations document A/AC.31/3), co-sponsored by the United States, Australia, China, and the Philippines; the text of Mr. Fahy’s statement is in the Department of State Bulletin, October 24, 1949, [Page 1086] page 625, The four-power draft resolution called for the continuance of UNCOK and conferred on it the new function of observing and reporting any developments which might lead to the outbreak of conflict. It was this draft resolution which, with minor amendments, was approved by the Ad Hoc Political Committee and adopted by the General Assembly on October 21 (see page 1090).
