423. Peru Amb visited Dept Fri1 offering token payt unspecified quantity soles as prelude to formal L–L sett arrangement for later negot. Conversion rate not mentioned.2 (Embtel 699 Dec 1) Amb informed offer appreciated but Dept unable consider any soles payt not covered by formal sett specifying over-all terms of payt and exch rate. No conclusion reached. Dept agreed to furnish Amb this week draft sett formula which it believes would be acceptable to Dept. Further info airmail.3
