608. Last night CCC concluded contract with Cuba for purchase 238,000 short tons sugar 4 cents per pound for use Army. Agreement provides Cuba will retain until Oct 15 reserve 228,000 short tons to meet any further increase requirements US market due to reallocation of deficits or increase consumption. Agreement also provides that if necessary grinding 1949 crop will commence early Dec in order make available 170,000 short tons this market first half Jan.1
