Argentina in support their motion create separate sub-committee deal with military council strongly urged complete separation and special status for council since otherwise board would have political supervisory powers and appearance of superstate Suggested establishment council by protocol Bio treaty and deletion corresponding articles organic pact. Argentine motion create separate sub-committee defeated, US voting against.

Committee 3. Elected Ecuador vice chairman, Uruguay rapporteur. Established subcommittees on pacific settlement and collective defense. US on both.
