Blue 4. Your working draft of recommended basic position1 for Security Council discussion Tuesday received. I approve in principle this basic position. I want to make it clear, however, that nothing should be presented to Security Council that could be interpreted as a recession on our part from the position we took in the General Assembly.2 Send final draft of Austin’s remarks for my consideration.
