After talking with Carbajal, Góes,16 Peruvian and Venezuelan members, in general sense of that part of your 105, April 3, [2] dealing with scope of CPD’s functions, Carbajal tells me he agrees it is best to delay any suggestion for CPD action [Page 100] in order to leave question open for Government’s confidential examination at Rio or Bogotá. This matter was not mentioned at today’s meeting. [Boal.]
