300. Negrão33 informed me last night results of his first talk with President Morínigo were disappointing. Latter emphasized impossibility of accepting mediation at moment when government forces, after hard struggle involving great sacrifices, were approaching final victory. President reaffirmed his intentions of inviting outside observers to witness elections. Negrão will see President again today.
