President told me this morning he told Newsweek correspondent yesterday that he was placing his hopes for political peace following the suppression of the rebellion on free elections and that he hoped [Page 983] persons might come to Paraguay from other American republics to assure themselves that elections are really free.

President said he was sounding out Colorado Party leaders concerning a formal suggestion in the above sense and had encountered no opposition so far. He said he was hopeful government might extend some formal invitation to other American republics to send observers, although he gave no promise in this regard.
