171. Have not received Buenos Aires 33921 but Lyon22 and I heartily approve purpose of Deptel 89, April 1, 7 p.m. in belief that any step offering any hope of pacific settlement this situation here is worth exploring. As Department suggests however prospects of Paraguayan Government inviting mediation are dim at this moment. Immediately prior receipt Deptel Brazilian Chargé informed us government here had advised him they consider Brazil’s offer of mediation “inopportune” at this time, but would be glad to keep under advisement. Last night in call on Argentine Ambassador he reiterated intention his government to act in harmony with Brazil and US in event mediation appears feasible, which he did not think was the case now.
