457. Deptel 337, August 16. Embassy favors presenting to Panama draft G with recommended modifications. This would avoid number of auxiliary notes.
Should Panama strongly oppose, we should then present Department’s revision of Alfaro proposal on “take it or leave it” basis.
Embassy believes issue if handled as indicated can be concluded by September.
