337. Dept interprets urtel 445 Aug 12⁴⁴ as meaning Emb wd find Crittenberger’s draft G satisfactory for presentation to Panama provided it is revised to cover your detailed criticisms with which Dept concurs in general. It is further understood Emb wd favor presenting draft G modified rather than Dept’s revision of Alfaro proposals containing ancillary notes.

In case draft G can be modified in line your suggestions to mutual satisfaction War and State Depts is it believed chances acceptance by Panama great enough to risk presentation on firm “take it or leave it” basis? Wd it be advisable try draft G on customary basis and if strongly opposed by Panama then fall back to presentation our revision of Alfaro plan on basis negotiations wd definitely be broken off if hot accepted?

Dept wants this issue concluded before Sept 1 if possible and does not desire further protracted negotiations. Pls reply urgently.
