The Chargé in Haiti (McBride) to the Secretary of State
A–394. Foreign Minister Manigat on his return from Rio Conference called me in to see him and informed Embassy regarding Haitian view on Rio meeting. He assured me Haiti considered meeting had succeeded although he emphasized this might well be minority view. He said that while he personally would have been happy to see economic subjects discussed, it was fully understood that Conference had; only single item on its agenda, namely, implementation provisions of Chapultepec Agreement. Since single item of agenda had been brought to what he termed successful conclusion, Foreign Minister concluded meeting had not failed.
