The Secretary of State to the Embassy in Nicaragua
confidential
Washington, June 3,
1947—6 p.m.
114. Urtel 222, May 31.40 It is appreciated that General Somoza may find it desirable to communicate with you again. Should you have occasion for further conversations with him you should be certain that it is unequivocally understood by Somoza that you are communicating with him as a private citizen only and not in his official capacity as Minister of War or as Director of the Guardia Nacional. The same procedure would apply of course with respect to any other member of the Lacayo regime.
