The Secretary of State to the Dominican Ambassador (Ortega Frier)
The Secretary of State presents his compliments to His Excellency the Ambassador of the Dominican Republic and has the honor to acknowledge receipt of the Embassy’s notes 3069 of September 13, 3105 of September 16, 3103 and 3104 of September 17, 3223 of September 25 and 3224 of September 26,61 all with reference to the activities of an armed expedition stated to have been intending to proceed against the Dominican Republic. The Department appreciates the courtesy of the Embassy in keeping it informed of developments in this connection and has communicated the information contained in the Embassy’s notes to the other interested agencies of this Government.
The Department of State has noted with particular interest statements in the Embassy’s several notes under reference regarding the alleged acquisition of equipment in the United States for the expedition, as well as the alleged participation in the undertaking of United States citizens and other persons residing in this country. As has been orally explained to officers of the Embassy on several previous occasions, this Government has taken all possible precautions to assure compliance with its international obligations in this connection and the enforcement of its pertinent legislation. Consequently, any further information the Embassy may be able to supply the Department with respect to the points mentioned in the first sentence of this paragraph would be greatly appreciated.
