The Ambassador in Chile (Bowers) to the Secretary of State
188. Retiring Chief US Air Mission now submitting report to CDC with copy for Embassy on types airplanes he recommends for Chilean Air Force. I am forwarding copy this report to Department. One point which IX feel calls for early action is following: Chief, Air Mission believes B–25 bombers of which 12 now in Chile under interim program and have not yet been transferred to Chile are not suitable for Chilean Air Force program. Furthermore he has gained impression from conversation with Chilean Air Force officers that Chile would prefer not to purchase these planes owing very great expense operation and other important limitations. Should Chilean Air Force actually express wish not to purchase these B–25’s would appropriate American officials be agreeable? What disposition would be made these aircraft?
In view imbalance Chilean budget I of course feel any steps which forces might wish to make toward economy operation Expelles are highly desirable. Please telegraph urgently.
