Mr. Walter G. Wiechmann of Sullivan & Cromwell to the Chief of the Division of Brazilian Affairs (Dawson)

Dear Mr. Dawson: Please accept my thanks for your letter of September 1625 advising as to the action which was taken by our Embassy at Rio de Janeiro on July 24, 1947. We greatly appreciate your cooperation [Page 451] and that of the Embassy and feel sure that this will prove helpful in bringing about the return of the cash and securities which were formerly held by the Brazilian offices of The National City Bank of New York for account of our client, The Chase National Bank.

As you may have heard, the Brazilian Government recently made a formal offer to Brazil Railway Company to pay the sum of £2,000,000, out of the frozen Brazilian credits in London, as compensation for the seizure of the assets of the three principal operating subsidiaries of Brazil Railway Company. This offer has been accepted by the Board of Directors of that Company but the settlement is still subject to ratification by the Brazilian Congress.

Even if this settlement is consumated, we must still press our claim for return of the seized funds and other securities which belonged to The Chase National Bank in its capacity as Trustee and which have not been returned or paid for. Our local attorneys in Rio de Janeiro, Messrs. Momsen and Freeman, are conducting further negotiations with respect to these remaining claims and the continued active cooperation of our Embassy in Rio de Janeiro would be greatly appreciated.
