3144. Counselor Brazilian Embassy called 1745 to give following information:

Assistant Chief Protocol called him at 1730 to advise that Brazilian Ambassador staff no longer confined to hotel could circulate freely and that they should get in touch with Intourist (Soviet Travel Agency) to make such arrangements as they wished for their departure. Embassy staff could depart in groups between November 1 and November 3 by such means as they chose. They can take with them all personal belongings and archives which will not be opened or examined by Soviet authorities. Protocol asked passports be sent immediately Foreign Office obtain necessary exit visas (this being done).

Brazilian Ambassador has not decided definite arrangements for departure. Soon as details formulated will be cabled urgently.30
