The Secretary of State transmits the enclosed letter from Secretary of Defense Forrestal to Dr. Gainza Paz, congratulating him on the 78th anniversary of La Prensa47 The Officer in Charge of Mission is requested to forward this letter to Dr. Gainza Paz if he transmitted Secretary Marshall’s message contained in the Department’s telegram No. 921 of October 1, 1947. If the Officer in Charge did not forward Secretary Marshall’s message or if he deems it in any way inappropriate to transmit Mr. Forrestal’s letter, he will please notify the Department to this effect.
The letter from the Secretary of Defense was sealed upon its arrival in the Department. An officer of the Department has been informed, however, that it reads as follows:
“Dear Dr. Paz:
Please accept my warm congratulations on the 78th anniversary of La Prensa. La Prensa has every reason to be proud of the high journalistic standards to which it has consistently adhered. I am confident that in the years to come these standards will be maintained and La Prensa will continue to champion enlightenment and international understanding.
