Memorandum by the Secretary of State to President Truman

You will recall the discussion at a recent Cabinet Meeting in respect to the Argentine request for the construction of certain naval vessels in this country.

The Secretaries of State, War and Navy have considered the Argentine request in the light of your statement of June 397 regarding the United States–Argentine relations. It is the opinion of the three Secretaries that the United States should permit the Argentine Government to negotiate for the construction of these vessels with shipbuilding firms in this country.

As a basis for this recommendation, the following points are paramount:

1.
The shipbuilding industry in this country is badly in need of work in order to maintain its existence.
2.
Should the United States refuse the Argentine request, the Argentines will undoubtedly contract for the ships elsewhere.

I should appreciate it if you will inform me if this recommendation meets with your approval.98
