At Governing Board consultation July 9 Nicaragua absent and representatives of Chile, Paraguay, Venezuela had not received instructions. Consultation among other countries revealed following:
- 1.
- Substantial agreement with US position on Point I.
- 2.
- Unanimous agreement on Point III.
- 3.
- On Point II, Question 1, all except Argentina, which favored unanimity, and Uruguay, which favored simple majority, came out for two-thirds vote.
- 4.
- On Point II, Question 2, majority favored making consultative decisions binding on all parties. Only Brazil, Cuba, Panama agreed with US position. Mexico proposed that decisions not implying use of military forces binding on all, but decisions implying use of such forces binding only on those concurring.
