The Director General of the Pan American Union ( Lleras ) to the Secretary of State
My Dear Mr. Secretary: The Government of Brazil has requested the Pan American Union to extend, on its behalf, to the Government of the United States of America a cordial invitation to be represented at the Inter-American Conference for the Maintenance of Continental Peace and Security, which will meet at Rio de Janeiro beginning August 15, for the purpose of giving permanent form to the principles incorporated in the Act of Chapultepec.
In the name of the Government of Brazil, therefore, the Pan American Union has the honor to invite the Government of the United States of America to send delegates to the said Conference.
