The Secretary of the Navy (Forrestal) to the Secretary of State
My Dear Mr. Secretary: The transfer of vessels and material and the furnishing of assistance to the Republic of China under the provisions of Public Law 512, 79th Congress, 2nd Session and Executive Order No. 9843 dated April 25, 1947 requires your concurrence, and must be implemented by an understanding or an agreement between this Government and that of the Republic of China as to (1) the time of transfer of vessels and floating drydocks (2) removal of such vessels and floating drydocks and (3) reimbursement of the cost of repairing, reconditioning and outfitting of vessels and floating dry-docks and of the cost of furnishing necessary operation and maintenance items.
Accordingly, it is proposed that Navy Department representatives negotiate an agreement with representatives of the Chinese Navy, covering the transfer and removal of vessels and providing for reimbursement to the Navy Department of the cost of materials and services; the agreement to be substantially in the form of the draft submitted herewith.59 Your concurrence, pursuant to Section 2 of Executive Order No. 9843, is requested.
