12. Clear text in numerals of translation of memorandum from Soviet Consul following telegram.¹¹ Reference my telegram 10, Jan. 16 [17]. Words in paragraph 3 of “commercial ship” mean unarmed naval vessel is only personal opinion Soviet Consul.

He suggests this point be cleared in Moscow, and apparently wording came from Moscow.

Will take no action pending instructions.

Repeat Shanghai, Nanking, Moscow.
