12. Clear text in numerals of translation of memorandum from Soviet Consul following telegram.11 Reference my telegram 10, Jan. 16 [17]. Words in paragraph 3 of “commercial ship” mean unarmed naval vessel is only personal opinion Soviet Consul.

Will take no action pending instructions.
