Following precedent set in your conversation with Generalissimo re conditions in Formosa,23 suggest you communicate orally to [Page 232] Generalissimo observations made in Mukden’s 189 June 2324 (beginning para 5 “Nationalist southern military” and ending para 8 “into intramural China”). Without associating yourself with views expressed, you may say that info comes to you from responsible confidential observers in Manchuria.
