998. Reply to Egyptian Govt re its desire that war vessels transiting Egyptian territorial waters including Suez Canal give ten days advance notice is under consideration US Govt. In view statement to you that this notice is not mandatory but merely desired, Dept is notifying Navy Dept that it is apparently unnecessary for American vessels to give this notice until definite decision has been reached by US Govt.1
