The Ambassador in France (Caffery) to the Secretary of State

secret

3203. I had a brief conversation with Bidault on Saturday1 along [Page 702] the lines of my telegram No. 2442, June 20.2 He said he fully appreciates our sympathetic interest and is in agreement that the peoples of Morocco and Tunisia should be approached by the French with constructive, concrete proposals for democratic reforms, and in that connection referred to recent changes in that direction in Morocco and Tunisia. He referred also to the proposed Algerian statute which is now before the National Assembly.

He added that he would have a “dossier” for me on the subject at an early date.
