Just finished discussion with Molotov1 who informs me officially that Soviet Government is now prepared immediately to commence discussions in connection with Lend-Lease settlement. I informed Molotov that we would receive from the US within very short time indication of place and tentative date for beginning of conference. Have just informed Secretary who concurs.
