Editorial Note
On September 15, 1947, the French Minister of Foreign Affairs (Bidault) and the American Ambassador (Caffery) signed at Paris an agreement providing for the return to French sovereignty of the airfield and seaplane base at Port Lyautey, French Morocco. The construction and maintenance of this base had been provided for in the agreement between Maj. Gen. Mark W. Clark and Adm. Francois Darlan, signed at Algiers, November 22, 1942 ( Foreign Relations, 1942, volume II, pages 453 ff.). The new agreement, which was to remain in effect for the period of the occupation of Germany, provided for continued use by the United States of certain facilities, including a radio communication installation operating under the American flag.
