Memorandum by the Under Secretary of State (Acheson) to Mr. Clark Clifford, Special Counsel to President Truman

Washington, December 5, 1946.

I am attaching a copy of the cable from London1 transmitting to us the message of the European Coal Organization. There is also a memorandum explaining the composition of the European Coal Organization and a further memorandum explaining why the United [Page 487] States loadings in October and November fell short of the program by fifty per cent.2

I asked the President whether he wished the Department to make this message public. The President desired to consider making it public in or in connection with his speech on Sunday evening. Unless and until we hear from you, the Department will take no further action.3
