137. For Carter from Humelsine. Eyes Only for Secretary Marshall from Lovett. Message from Kennan and Bonesteel indicates after conferences Friday and Saturday morning with Clayton and Embassy staff they attended with Clayton meeting with Steering Committee of Conference. They say[:] “We both feel that visit thus far has been highly illuminating and worthwhile. In light of impressions gained Paris we strongly endorse Caffery’s suggestion that time has come to present our views to governments directly”. Kennan expected arrive Washington Wednesday evening Bonesteel one day later. Decision involved in quoted portion above can safely await your return and report of Kennan and Bonesteel.

Presidential party left on schedule this morning. All moving along well here.
