Editorial Note

On September 14, 1947, the Polish Ambassador in the United States, Jozef Winiewicz, addressed a note to the Secretary of State protesting against the Revised Level of Industry Plan for the United States-United Kingdom zones of occupation in Germany. In a note to Ambassador Winiewicz dated September 30, 1947, the Secretary of State rejected the interpretation placed by the Polish Government on the Revised Level of Industry Plan and restated the position of the United States with respect to the Plan.
