On August 29, 1947, the Revised Plan for the Level of Industry in the United States-United Kingdom Zones of Occupation in Germany, as completed and signed by Clay and Douglas in London on August 27, [Page 1067] was released to the press. At the same time, the Department of State and War Department issued a joint statement briefly describing the objectives of the new plan.
