602. Foreign Office reply now received my note to it on Grace Company, text of which was transmitted Embtel 544.29

Sense of reply is that Bolivian Government surprised by open interference of Grace and Panagra officials in recent counter revolution. Such an attitude does not coincide with US Government rules, forbidding American companies from mixing in internal politics. With regard to charges against Grace officials note states these are public knowledge and were basis for police action. Text of note30 being transmitted today’s air pouch.

This official note of Bol Govt strengthens my belief that at least while present Govt in power both Grace and Panagra in Bolivia must be managed by United States citizens.
