Memorandum of Conversation, by the Director of the Office of Far Eastern Affairs (Vincent)
Mr. Chen1 telephoned to inform me that he had been advised by Chungking that the Chinese Government was considering plans for sending a representative to Outer Mongolia. He said that decision had not been reached with regard to the character of the representative; that is, whether there would be a regular diplomatic mission or something in the form of a commission. He added that the Outer Mongolian Government was sending a representative to Chungking to discuss relations between the two countries and that a decision regarding permanent representation would probably be reached during these discussions.
