478. For General Gillem. Tentative draft Military Advisory Group Agreement being airmailed.33 Copies being transmitted to interested officers in War and Navy concurrently with despatch to you but draft has not been cleared either in Dept or by War or Navy and therefore should not be shown to Chinese. Being sent you now for comment in order expedite negotiations. Suggested changes and authorization to present to Chinese as basis for negotiations will be telegraphed you soon as possible.
