Colonel Marshall S. Carter 69 to General Marshall
82325. The following message is transmitted to you at request of Acting Secretary of State:
“I have discussed your last three messages70 with the President. While he and I maintain confidence that you can do the job if it is humanly possible, he fully approves of your memorandum to Chiang and will request you to return to Washington if you indicate that it is advisable for you to do so. In that event, and in the absence of any suggestion from you, he will state that you are being recalled for consultation and that pending such consultation he has no comment to make.
“We do not feel that an immediate message to Chiang in regard to your return is advisable but would of course give full consideration to any suggestion from you. Signed Dean Acheson.”
