Draft Proposal of the Chinese Government 33

With regard to the cessation of internal military conflicts, the following measures have been agreed upon:

(1)
Cessation of all military conflicts throughout the country and restoration of all communications.
(2)
Owing to the fact that internal military conflicts and the interruption of communications affect our obligations to our Allies concerning the acceptance of enemy surrender and the repatriation of enemy troops, the Government and the Chinese Communist Party should each appoint a representative to confer immediately, together [Page 19] with General Marshall, on concrete measures regarding cessation of hostilities, restoration of all communications, acceptance of enemy surrender and repatriation of enemy prisoners of war. The measures thus agreed upon will be presented to the Government for execution.
(3)
The Resident Committee of the People’s Political Council and the Political Consultative Council will each select eight impartial persons who are not responsible officers of either the Kuomintang or the Communist Party to form a Military Inspection Mission, to proceed in separate groups to various localities where hostilities have occurred, to inspect military conditions, communications, and other matters concerning the restoration of internal peace. The Mission will report and publish its findings from time to time.
