General Clement is continuing efforts to schedule new conference within a week but states that he feels no conference will materialize unless very positive orders are issued direct to the commanders of the area for which Chen Yi is responsible that the truce be strictly observed and the fighting stopped.
[Page 1359]Marine reports are that National Govt, forces are still pushing forward in their attacks along the Tsingtao–Tsinan railroad.
Therefore it is recommended that action be taken to have the Generalissimo and Chairman Mao Tse-tung issue orders to all commanders involved to stop fighting in order that conditions under which a profitable meeting can be held may be insured.
