General Marshall to Mr. Walter S. Robertson, at Peiping
1096. I have sent a letter6 this morning to General Yu Ta-wei in which I gave him generally the situation as outlined in first paragraph of your 5219.7 My second paragraph stated “in order that negotiations can be carried out at the same high level on both sides, and in order to preclude General Chen Yi, the Communist commander, from dropping out all together, I suggest that you instruct the National Government Commissioner to send General Hsueh with General Wang, Chief of Staff, as assistant.”
