[Nanking,] 28 June 1946.

Inasmuch as Communist leader Lin Piao expressed his refusal to the 8 field teams in the Northeast (including those for Harbin and Tsitsihar), it is requested that you contact General Chou En-lai and talk with him for the speedy despatch of Communist representatives of the field teams that they are supposed to send.⁹⁹
