Memorandum by General Hsu Yung-chang to General Marshall

[Translation]

Regarding the establishment and operation of field teams in Manchuria, the Government approves the proposal made by General Byroade.94 I send you herewith the copies with my signatures.95 I wish to take the opportunity to state to you clearly that if by 22 June no arrangement for stopping hostilities in Manchuria can be reached, the Government will consider the agreement of March 27th null and void and will find itself not bound by the stipulations therein.
