Memorandum by General Marshall to General Chou En-lai

Dear General Chou: I handed a copy of your letter dated 29 April 1946 concerning the Hankow situation to General Yu Ta-Wei. Immediately upon arrival in Nanking, General Yu Ta-Wei contacted appropriate Government officials with respect to this situation.

General Yu Ta-Wei reported to me that General Ho Ying-chin10 has sent a message to the area to determine the facts. General Yu assured me that instructions had been issued to facilitate the entrance of UNRRA and CNRRA supplies into the area; and that Government forces would not attack the Communists providing the Communists abided by the Cease Fire Agreement and launched no attacks themselves.

This same information is being furnished me by memorandum11 a copy of which I will forward to you upon receipt.
