Subject: Recommendations on Reparations Removals of Industrial Facilities and Merchant Shipping From Japan
At the request of Mr. Edwin Pauley, Ambassador and Special Representative of the President on Reparations Policy, the State Department [Page 566] submits to the State–War–Navy Coordinating Committee the attached “Proposed Comprehensive Report to the President by the U.S. Reparations Mission to Japan”4 for review as to status of SWNCC action on the recommendations contained therein, the necessity for new SWNCC papers to cover any points made which are not now included in papers approved by SWNCC or included in the SWNCC agenda, and of the need for review of all such papers to determine whether they take full cognizance of the integrated approach to reparations and related problems provided in the Pauley Report.
