77. For Ambassador Pauley. As you have seen from Department’s telegram to Moscow repeated to Seoul as no. 76, May 22,45 I have again asked the Soviet Government to grant necessary authority for your Mission to proceed to northern Korea. Since it appears that the size of your staff is one of the principal obstacles in obtaining permission I hope you will make every effort to reduce the number to a minimum adequate to your purposes.
