215. Official matters placed on agenda for meeting of Allied Council 15 May as follows:
- 1.
- Food policy, originally proposed by British Commonwealth member and continued from previous meeting as suggested during that meeting;
- 2.
- Japanese officers corps and its demobilization, proposed by Soviet member and held over from previous meeting;
- 3.
- Manner in which the Supreme Commander consults and advises with the Council, proposed by Soviet member (this is based on Soviet protest in connection with their recent SCAP directive on destruction of Japanese naval vessels and may bring latter subject up for discussion);
- 4.
- “Address of the People’s Meeting” 1 May 1946, proposed by Soviet member (reference document is a petition presented SCAP by a group participating in parades of 1 May and appears to be essentially Communist propaganda.)
